All Settlements now starts from low 8m walled settlements.

At last the implementation can be done using a proper method, thanks to UMCenturion of Ancient Empire and -Ghost-, our newest modeller. No longer the assignment of walled siegemaps is done using unsophisticated straight-up replacement method.

Hopefully this provides proper AI Hint and Pathfinding and in effect eliminates bugs associated to it, such as landships.
